About Us 

Fairview Housing Partners is a nonprofit organization formed for the purpose of promoting the operation of affordable housing, improving resident experiences and advocating for affordable housing through evidence-based and data-driven public policy efforts. Since its inception, Fairview has prioritized the well-being of its residents by providing direct resources. Fairview supports development partners in the construction and preservation of affordable homes and directly engages with government officials to drive policy change.

Toni Jackson

Member

Ms. Jackson is a transactional attorney whose practice has been the perfect marriage of practicing law and giving back to the community. With more than 30 years of real estate experience, Toni currently represents for-profit and non-profit developers and public housing agencies in commercial real estate development and affordable housing financing. She has represented clients in the development of multifamily housing, mixed-use complexes, residential subdivisions, and commercial office and retail spaces. Toni concentrates her practice in mixed-finance transactions involving tax credits, FHA financing, and other public funding. Additionally, she serves as special and general counsel to a number of public housing authorities, with a specific emphasis on US Department of Housing and Urban Development (HUD), public housing, and development issues. Ms. Jackson has also represented issuers and served as bond counsel in 4% bond transactions.

Toni has overseen and conducted multi-level transactions that include the coordination of multiple funding sources from public and private entities. She has most recently worked with clients as they redevelop housing in response to recent disasters. These transactions have included GO Zone tax credits, GO Zone bonds, and CDBG-Disaster Recovery Funds.

In addition to her transactional practice, Ms. Jackson also handles administrative and governmental affairs issues before state agencies and legislative bodies. She has worked extensively in assisting with the crafting of language for the Qualified Allocation Plan (“QAP”) in several states and continues to monitor QAP changes, legislation and case law that impact the housing industry. Ms. Jackson regularly provides written and oral testimony before municipalities, state agencies and legislative bodies on behalf of clients and the housing industry particularly in the areas of affordable housing, construction, specialized financing tools and other real estate issues and concerns. Toni has been a passionate advocate for affordable housing and throughout her career has worked extensively on efforts to increase home ownership and rental housing for low to moderate income families.

Ms. Jackson has received numerous recognitions for her volunteerism, professional and community leadership. In July 2018, she was awarded the Jean MacDonald Lifetime Achievement in Housing by the Texas Affiliation of Affordable Housing Providers and recognized by the NBA Women Lawyers Division for her commitment to diversity as Outstanding Minority Partner in Majority Firm. She frequently serves as a speaker and guest lecturer in the area of affordable housing and community development law including disaster funding and recovery and housing choice/disparate impact issues.

Lewis Diaz

Member

Lewis serves as the Chair of Dinsmore’s nationally ranked Public Finance Practice Group, which provides legal services in all aspects of tax-exempt financing. Lewis’ specialty is in affordable housing finance and he regularly serves as Bond Counsel, Underwriter Counsel or Developer Counsel in connection with the development of affordable single family and multifamily developments.

Beyond the practice of law, Lewis has a long and distinguished track record of board and community service. Lewis currently serves on the Boards of the Federal Home Loan Bank of Cincinnati, the Baptist Health Hospital System, the OEF Investment Fund and the Cincinnati/Northern Kentucky International Airport. Lewis has previously served as general counsel to a state housing finance agency, board chair to Eastern Kentucky University and board chair to the Northern Kentucky Area Development District.

Jacques Logan

Member

Jacques serves as Senior Vice President of New Business Initiatives at the National Equity Fund, where he leads the development of innovative business lines that are shaping the future of affordable housing finance. These include initiatives in missing middle rental housing, technology investments, agency lending, and renewable energy—demonstrating Jacques’ forward-thinking approach and his dedication to transformative solutions.

Prior to his current role, Jacques was actively engaged in LIHTC development, asset management, and year 15 transactions—bringing a comprehensive perspective on the full lifecycle of affordable housing and a deep understanding of the sector’s most critical challenges and opportunities.

Matt Glatting

Founding Member

Matt brings more than 15 years of experience in housing and community development finance and currently serves as Chief Financial Officer at NeighborWorks Capital. Previously, Matt played a key leadership role at Lincoln Avenue Communities and served as the inaugural Treasurer of Fairview Housing Partners, as well as Treasurer of Housing Partnership Equity Trust REIT I, LLC.

His impressive resume also includes leadership roles at Capital Impact Partners, Calvert Impact Capital, and PGIM Private Capital. Matt’s academic background spans institutions across the globe—from Macquarie University in Sydney to the London School of Economics and Fudan University in Shanghai.

Beyond his resume, Matt exemplifies purpose-driven leadership. He currently serves on the boards of ROC USA and the Washington Area Community Investment Fund (where he is Board Chair), and brings powerful insights through his involvement in programs like Leadership Greater Washington and the NeighborWorks Achieving Excellence Program.

David S. Boccio

Director

David is the head of Levitt & Boccio’s affordable housing practice group and has over 30 years of experience with residential housing matters. David has extensive transactional experience with complex real estate financings involving the use of tax-exempt and taxable bonds backed by letters of credit, Fannie Mae/Freddie Mac credit enhancement, mortgage insurance and hedging products and bonds directly placed with private purchasers.

David’s transactions often include low income housing tax credits, historic tax credits, inclusionary housing zoning bonuses, real estate tax abatements and other federal, state or city affordable housing incentives. David’s transactions frequently involve the inclusion of affordable housing in mixed-use developments which also contain market rate rentals, for-sale condominiums and commercial components. His transactions are collaborative ventures in which David works with developers, governmental agencies, lenders, credit enhancers, bond counsel and underwriters, bond purchasers, tax credit investors and joint venture partners among others to create a real estate development plan on terms agreed to by all parties.

Sam Sidhu

Director

Sam joined the board of Customers Bancorp in 2012 and, as part of succession planning, became the full time Chief Operating Officer of the bank in January 2020. He was promoted to President & Chief Executive Officer of Customers Bank in July 2021. Under Sam’s leadership the bank has embraced technological advances to expand the company’s product offerings, services, and markets; and doubled its assets.

Prior to joining Customers Bank fulltime, Sam founded and served as CEO of Megalith Capital Management, a real estate focused private equity firm making investments primarily in New York City. He previously worked in private equity with Providence Equity Partners and investment banking with Goldman Sachs.

 

Sam holds a BA from the Wharton School of Business at the University of Pennsylvania and an MBA from the Harvard Business School. He was appointed to the New York Stock Exchange’s Listed Company Advisory Board, a select group of thirty leading executives who guide the Exchange’s public policy advocacy. He is active with the Milken Institute and the Midsize Banks Coalition of America. Sam and his wife are the parents of three young children.

Jeremy Bronfman

Jeremy is the CEO and Founder of Lincoln Avenue Capital. He is responsible for all major business decisions at the company and drives strategy across all LAC verticals. In the five years since LAC’s founding, Jeremy has overseen the expansion of the LAC portfolio to more than 22,000 units nationwide.  

Before founding Lincoln Avenue Capital, Jeremy served as CEO of Enigma Technologies Inc., a software company with major Fortune 500 investors, and an Investment Associate at Island Capital (the parent entity of CIII Capital Partners) and JANA Partners. Jeremy began his career at Iroquois Capital, where he became a Partner and identified opportunities in PIPE investments in small cap public companies.

Emma Schumaker

Resident Services Associate

As Resident Services Associate for Fairview Housing Partners, Emma coordinates community outreach and resident engagement initiatives across the portfolio.

In this capacity, she serves as the liaison between property management partners, JV partners, government agencies and community nonprofits facilitating the coordination benefits, programming and resources to meet residents’ needs.

Darin Dolfi

Executive Assistant

As Executive Assistant at Fairview, Darin brings over 15 years of operational expertise across multiple industries, including cybersecurity, hospitality, and finance. His career has been defined by a focus on improving organizational efficiency and streamlining operations. 

Darin holds a Master’s degree in Graphic Communications Management from NYU and a Bachelor’s degree in Political Science from the University of Florida.

Justin Walker

Deputy Director

Justin is a nationally recognized speaker and author with twenty years of experience in business development, including more than a decade in the affordable housing sector.

Previously, Justin served as the Director of Business Development at Credit & Homeownership Empowerment Services, Inc. (CHES, Inc.), a nonprofit dedicated to expanding access to home ownership, and as the National Director for Business Development and Media at Rainbow Housing Assistance Corporation.

He holds an MBA and dual B.A.s in Political Science and Communication from Regis University.

Victoria Russell

Corporate Paralegal

Victoria is a value-driven corporate paralegal who supports the Board of Directors and assists in managing the corporate governance for Lincoln Avenue Capital and its related entities. 

Victoria graduated with her Bachelors of Arts in Business Administration and has worked in the legal field for the past 5 years including working in the non-profit sector for the past year and a half. 

Working as a paralegal, Victoria believes that organization, excellence, and integrity are the values she brings to the team.

Thom Amdur II

Thom is a nationally recognized leader in affordable housing and community development policy. Prior to joining Fairview Housing Partners, he served as President of the National Housing & Rehabilitation Association (NH&RA), where he received the NHP Foundation’s Affordable Housing Advocacy Award in 2018.

Thom serves on the Board of Directors of numerous community development organizations including the Affordable Housing Tax Credit Coalition and the International Center for Appropriate and Sustainable Technology. He is an advisory board member and peer reviewer for the Stewards of Affordable Housing for the Future’s Certified Organization for Resident Engagement and Services (CORES) Certification and serves on the Washington Metro Region advisory board for the Equitable Development Initiative.
